Assessment of fire and technological risks and organisational resilience of local communities and critical infrastructure in Ukraine
A comprehensive approach to safety, risk management and business continuity.
We are developing fire and technological risk assessment, emergency preparedness and organisational resilience services for communities and critical infrastructure in Ukraine.
During martial law, missile and drone attacks, damage to energy systems, disrupted industrial processes and secondary fires can affect several essential services at once. We therefore consider individual threats, interdependencies and potential cascading effects.
Our aim is to help identify threats early, reduce the consequences of emergencies and maintain essential functions.
Main assessment areas
1. Fire risk assessment
We analyse the likelihood of fires, their potential development and consequences for people, equipment, buildings and structures.
We identify potential ignition sources and assess process hazards, fire protection systems and staff readiness, then prepare risk reduction recommendations.
2. Technological risk assessment
We identify hazards that could cause accidents, fires, explosions, process disruption or shutdowns, with particular attention to system interdependencies and cascading failures.
3. Organisational resilience assessment
We analyse an organisation’s ability to maintain essential functions, respond to emergencies and recover after accidents and damage.
The assessment covers safety and risk management, leadership and staff readiness, response plans, warning and evacuation, emergency service coordination, reserves, alternative processes and recovery procedures.
4. Emergency scenario modelling
We develop and analyse potential scenarios involving fires, technological accidents and critical infrastructure disruption to prioritise safety measures, assess consequences and improve response procedures.
5. Staff training and practical exercises
Training develops practical response skills in fire safety, first aid, evacuation, crisis communication and coordination between responsible staff. Content and format are agreed around the organisation’s needs.
Who the assessment is for
We develop solutions for businesses, institutions and local communities that support daily life and deliver essential services.
- Energy, electricity and heat supply.
- Water supply and wastewater services.
- Transport and logistics infrastructure.
- Healthcare facilities and industrial enterprises.
- Communications, telecommunications and other essential services.
Risk and resilience assessment for local communities
We help local authorities and municipal enterprises assess fire and technological risks, organisational resilience, emergency preparedness and continuity of essential public services.
The assessment may cover water, heat and electricity supply, educational and healthcare facilities, municipal infrastructure, public warning and evacuation, coordination between responsible services and the availability of reserve resources.
Together with community representatives, we identify essential functions, potential consequences of service disruption and priority risk reduction measures. We prepare recommendations on response plans, service coordination, staff training and recovery after emergencies.
The scope of assessment and cooperation arrangements are agreed according to community needs, available resources and information protection requirements.
Assessment deliverables
Depending on the agreed scope, an organisation may receive:
- An analytical report summarising fire, technological and organisational risks.
- A risk matrix categorising threats by likelihood and severity of consequences.
- Resilience recommendations covering organisational and technical risk reduction measures.
- A prioritised action plan reflecting threat severity, available resources and organisational needs.
- Emergency preparedness recommendations to improve response, staff coordination and recovery.
A scientific and practical approach
We are developing cooperation with Ukrainian and international scientific, educational and professional organisations in fire safety, civil protection, risk management and critical infrastructure resilience.
We combine practical emergency response experience with risk analysis, scenario modelling and continuity planning, paying particular attention to Ukraine’s experience of wartime threats.
Confidentiality and information security
Information about vulnerabilities, protection systems and industrial processes requires appropriate protection. We agree the scope, information sharing procedures and access arrangements with the client in line with legal requirements.
Analytical risk assessment does not replace mandatory government inspections, expert reviews, audits or conformity assessment procedures required by law.
Cooperation and consultations
Building resilience starts with understanding risks. We welcome cooperation with businesses, institutions, local authorities, research institutions and international partners.
