Practice and coordination
Practical sessions develop teamwork, safe use of fire and rescue equipment and the ability to carry out initial response actions.
Training tasks help participants practise role allocation, communication and coordinated action. The programme and participants’ experience determine the scope of practical work.
Legal framework
Article 63 of the Civil Protection Code of Ukraine governs volunteer fire services and uses the term “fire and rescue unit providing volunteer fire protection”.
The unit’s tasks and powers and its members’ and participants’ rights and duties are defined in regulations approved by its founder and agreed with the State Emergency Service of Ukraine or its territorial body.

Cabinet Resolution No. 314 of 07.04.2023 — establishing and operating units
Order No. 184 was registered by the Ministry of Justice on 27.04.2023 under No. 693/39749. It provides for training and retraining volunteer firefighters at State Emergency Service educational institutions. The centre’s practical sessions should not be equated with completion of that procedure. Ask about the programme and completion document when enrolling.
Training before participation
Article 63 excludes members of volunteer fire and rescue units who have not completed the required training from firefighting, rescue and other urgent operations.
