Learner code of conduct

I. GENERAL PROVISIONS

The learner code of conduct at the “Defender” Ukrainian Training Centre of the NGO “KYIV VOLUNTEER FIRE SERVICE” (hereinafter the Training Centre) is governed by the Laws of Ukraine “On Education” (2017) and “On Vocational and Technical Education” (1998), relevant regulations of the Ministry of Education and Science, and the Regulations on the vocational education division “Defender Ukrainian Training Centre” of the NGO “Kyiv Volunteer Fire Service”.

II. LEARNERS' RIGHTS

1. Learners have the right to:
   • lifelong learning and academic mobility;
   • an individual educational pathway, including freedom to choose types, formats and pace of education, institutions and programmes, subjects and their level of difficulty, and learning methods and tools;
   • quality educational services;
   • fair and objective assessment of learning outcomes;
   • recognition of their achievements;
   • freedom in creative, sporting, health-promoting, cultural, educational, scientific and technical activities;
   • safe and healthy conditions for learning, accommodation and work;
   • respect for human dignity;
   • protection during education from humiliation, violence, exploitation, discrimination on any grounds, and propaganda or agitation harmful to their health;
   • use of the institution's library and educational, research, production, cultural, sports, residential and health facilities and divisional services under the institution's procedures and relevant laws;
   • access to information resources and communication tools used for education and research;
   • employment outside study hours;
   • retention of their place during compulsory military service, mobilisation service during a special period, or call-up of reservists during a special period;
   • participation personally or through legal representatives in community self-governance and institutional management;
   • registration personally or through legal representatives on state information resources and distance-learning platforms;
   • other necessary conditions for education, including for learners with special educational needs and those from socially disadvantaged groups;
   • fulfil the requirements of educational programmes and systems for assessing knowledge and skills;
   • attend classes, including under individual schedules;
   • comply during workplace practice with regulations governing employees of the relevant businesses, institutions and organisations;
   • observe occupational safety rules during practical training and workplace practice;
   • take care of equipment, learning materials and inventory used in training.

   Damage deliberately caused by learners to an institution, enterprise or organisation is compensated by the learner or their parents or guardians in accordance with law.

2. During practical training and workplace practice, learners are provided with workstations and safe and healthy working conditions in accordance with programmes and agreements between the institution and placement providers. Learners may not be used for work outside the educational programme during these placements.

III. LEARNERS' DUTIES

1. Learners must:
   • fulfil programme requirements and individual learning plans where applicable, observe academic integrity and achieve the learning outcomes required for the relevant education level;
   • respect the dignity, rights, freedoms and lawful interests of all participants and follow ethical standards;
   • act responsibly towards their own health, others' health and the environment;
   • follow founding documents, internal rules and any educational services agreement;
   • report violence or abuse involving children or other participants to institutional management;
   • fulfil the requirements of educational programmes and systems for assessing knowledge and skills;
   • attend classes, including under individual schedules;
   • comply during workplace practice with regulations governing employees of the relevant businesses, institutions and organisations;
   • observe occupational safety rules during practical training and workplace practice;
   • take care of equipment, learning materials and inventory used in training.

   Attendance at vocational education classes is compulsory.

2. Failure to fulfil duties, repeated breaches of the institution's charter or internal rules, or unsatisfactory performance may result in:
   • a warning,
   • a reprimand,
   • expulsion from the institution.

IV. CONDUCT DURING CLASSES AND BREAKS

1. During classes, learners must:
   • prepare for the lesson and take their place before it starts;
   • listen attentively to teaching staff and follow instructions;
   • if they need to leave during a class, do so without disturbing the teacher or other participants.
2. During classes, learners must not:
   • arrive late;
   • engage in unrelated activities;
   • wear outdoor clothing in the classroom;
   • miss classes without a valid reason;
   • use phones or other devices for entertainment.
3. Before classes, during breaks and after classes, learners must:
   • follow the instructions of teachers, vocational instructors and the administration, and tidy their workstations after classes;
   • keep the Training Centre's premises clean and orderly;
   • take care of the Centre's property and other learners' belongings;
   • observe personal hygiene rules.
4. Learners must not:
   • smoke on the Training Centre's premises;
   • bring or consume alcohol or narcotic substances;
   • bring weapons, including knives, explosives or flammable substances onto the premises for any purpose, or use them in any way;
   • run in corridors, on stairs or in other unsuitable places, or slide on stair rails;
   • open windows without permission, sit on windowsills or lean out of open windows;
   • push others, throw objects or act in ways that endanger health;
   • use obscene language or gestures, make excessive noise or disturb others;
   • litter or damage the Centre's property or other learners' belongings.

V. FINAL PROVISIONS

1. Disciplinary and expulsion procedures are established by the institution's charter and internal rules.
2. Learners may leave or be expelled from the Training Centre on the following grounds:
   • at their own request;
   • health reasons;
   • transfer to another institution with their consent;
   • unsatisfactory performance or conduct;
   • failure to fulfil curriculum or programme requirements;
   • a court judgment that has entered into force;
   • serious breaches of academic discipline or internal rules.
3. On leaving the institution, learners may be assessed at the qualification level they have achieved.
4. This code of conduct is binding on all Training Centre learners.
